a table with more rows than the page can hold, is worse splitted in case 
- Allow table to split across pages and columns

In that case sometime the table number 2 (2 in attached doc) is splitted at the end of the page into several pages with just one row+header and at the end again several rows togehter on one page...

it looks like it have something to to with the picture inserted at the end of the table.

Even the table itself seems to be broken but was created on in the ame way like the first one. broken because its not possible to select row 3.

But if the picture at the end is removed the table is automatically reformated in the correct way...

reproducable on several computers...

First test:
1 - Opened the attachment/document – there were 2 side-by-side Frames, next 2 tables, a single frame and a third table.  This encompassed 12 pages.

2 - Deleted the picture at the end of the document.  (as reported by the submitter, this step caused the formatting to be corrected) … this did not change the formatting for me

3 - Deleted the 2 figure boxes at the top of the document.  Upon their removal, the document did reformat from 12 pages to 4 with no more split tables


Second test:
1 - Opened a new OpenOffice document
2 - From the original attachment/document I copied the entire contents (12 pages) and pasted into my newly created document.  The formatting was immediately restored – only 4 pages were required to house the original document contents

Third test (attempt to replicate the initial issue):
1 - After several attempts at creating a document with the same information as supplied in the initial attachment by the submitter, I was not able to replicate the issue.  

I plan to evaluate the properties of the tables and formatting in the original document and report back my findings.  [i.e.: There are frames along with header types contained in the document.  These should be duplicated to help pin down (or eliminate) the cause of the table separations]

Configuration:
OS: Windows 10 Pro (64-bit)
Hardware: 16GB of ram, Intel I75820k 
Version: AOO412m3 (Build:9782)  -  Rev. 1709696
I was able to replicate this bug. 
Test 1:
-	Opened the provided document. The entire document is 12 pages long, mainly due to the table 2 being split across 10 pages. 
-	Deleting the last figure right above table 3 didn’t change the state of the second table. 
-	As reported by the Elmer deleting the two figures at the top of the document fixes the issue. 
-	Everything is now correctly formatted. 
Test 2:
-	Opened the provided document. The entire document is 12 pages long. 
-	Deleting the last figure right above table 3 didn’t change the state of the second table. 
-	Deleted the two figures at the top of the document. Table 2 fixed, but the two figures are missing.
-	Pressed the undo shortcut (ctrl + z) twice to bring the deleted figures back. Everything is working as intended. Two figures are present again and the table 2 is not split across multiple pages. 
Test 3:
-	Created a new document.
-	Copied contents from the broken document
-	Pasted the clipboard to the new document, issue is fixed.
Test 4:
-	Opened the provided document. 
-	Inspected the properties of the tables. 
-	Changed various variables under Text Flow tab.
•	Enabling the Break checkbox fixes the issue, but moves the start of the table 2 to the next page. 
•	Disabling the Allow table to split across pages and columns fixes the issue. Shifts the start of the table 2 to the next page.
•	Enabling the Keep with the next paragraph fixes the issue. Shifts the start of the table 2 to the next page.
•	Disabling Allow row to break across pages and columns did not result a perceivable change. 
•	Disabling the Repeat heading option removes the 3 blank rows on each subsequent page where table 2 is split across after the first one. 
•	Varying the number of repeated headings from 3 (default) up to 7 increases the rows displayed on each page by 1. Until 8 rows at which point the issue is fixed by properly displaying the table 2 across only 2 pages. 
-	Done testing Table properties. Various ways to fix the issue is observed. 
Test 5:
-	Opened the provided document.
-	Tried adding extra line (hit enter on keyboard) paddings right after the table 1. This as expected shifts the table 2 down.
-	Each new line extends the table 2 into 1 more page. This behavior is observed until the document is 15 pages long with 3 extra lines between tables 1 and 2.
-	On the 4th extra line the table 2 is displayed properly. 
-	Undoing the last 4 commands (ctrl + z) bring the table 2 back where should start and restores document to desired state. 
Test 6:
-	Created a new document.
-	Tried replicating the configuration of tables and figures shown. 
-	Unable to reproduce the same state of the document. 

Additional info.
The issue seems to be that figure 1 and 2 at the top are somehow affecting the margins of table 2. As observed during testing Table 2 is being forcibly broken across several pages when is no need to do so. Slight changes to the formatting of the document fixes the issue. Undoing the changes brings the content back into desired formatting without breaking them. Adding more padding spaces or removing and bringing figures back fixes the issue as they no longer seem to interfere with margins of table 2.
