Page-anchored frames obstruct footnotes

Create a frame that is anchored to the bottom of the page text area, then create a footnote in the main part of the page (that is, NOT in the newly created frame). The footnote text is hidden behind the frame. Frames anchored to the page text area should probably float above footnotes. That is, footnotes are not formally part of the page text area, just as the footer isn't part of the text area.
MRU->OD: the problem is similar to the issue I recently forwarded to you. Text should wrap around objects even if these are not anchored inside the referring area.

I'm using footnotes for optional short information. That information often need a small graphic illustration. It is very annoying that the formatting rules are different in footnote text than in body text. If there is a need for compatibility to old time decisions, at least there should be an option to reject this inconsistent formatting rule.
