I get some unexpected empty space under frames when the following paragraph has
fixed line spacing and the spacing is set above a certain threshold.

Steps:
1. File > New > Text Document
2. Enter two PP of text (default, line spacing: single)
3. Add a frame between the PPs (Insert > Frame)
   Settings: no wrap, wrap borders all 0.00"
   The second PP should be tight to the bottom of the frame.
4. Change the line spacing of the second text PP to 'fixed'
   Set the fixed line spacing to 0.18"
   The second PP should still be tight to the bottom of the frame.
5. Change the fixed line spacing to 0.20"
   A large (~1 line height) gap opens up between the bottom of the frame
   and the top of the following (second) PP

Same behavior in 1.1.4 under Linux & Windows.
Same in 1.9.m77 (only tested under Linux).

MRU->FME: certain fixed line spacings seem to create an unexpected gap between
paragraph and frame.

Reconfirmed under 2.0.0 under Windows and Linux with both this file and the file
from Issue 49354.

confirmed also under 2.0.1 and Windows

We use the following workaround: use "minimum" distance instead of "fixed"
distance. For this works fine since we only have homogenous text-content without
different formattings.
