In so8m78loc, many many page's title are not exactly same as its left index for
both Simplified Chinese and Traditional Chinese. 

Yet the meaning are almost same. This is not message translation bug. Those
difference cause understanding error will be reported in another bug and 
assigned to Ian.

We should have a way to make this kind of thing "DO NOT HAPPEN" in the future. 
The message item of the title and its index should not be translated 
twice, or should not be two different messages in the OLH.

The difference is of the string themselves. What I think, in the OLH, the
right side index should be exactly the same as the title list on the top
left of its corresponding left page. But in Chinese OLH version, many of
them are not exactly same string. Although most of them are of same meaning,
bug this kind of things should not happen. Because 
    (0) The difference confuse user.
    (1) The message is translated twice, obviously.  And the difference 
        caused by translation is inevitable.
    (2) Some error translation happened here.
I think this kind of problem would be less impact on English version, 
because it is easy for our coder copy/paste the source string. But
This affect l10n greately. So I think this bug should be pushed and
monitored by l10n/i18n process.

Anyway, what I think may be not correct. If things is not like this,
please close this bug.

this seems to be a translation issue, however it doesn't seem to be something
that we can fix in the next few days, retargeting to 2.0.1

This bug is about how help contents are generated.

In Writer, table of contents is generated from document, the title for each chapter 
is same with the one in the table.

In OLH, the table of contents is manually created, the title in the list in left hand 
side panel may be different with the title in right hand side panel. For example, 
first help in left hand side is "Welcome to the StarOffice Writer Help", but in right 
hand side, it is "StarOffice Writer Help".

This is not a translation issue, but a OLH framework issue.

The reason is that the page titles are defined in the <title> element of the
help file. While the displayed title is the first heading of the file.
Originally, the title was created using the first heading so they should be the
same. The reasons for deviations are:
- updating the first heading of the file without updating the title
  That's actually a writer issue.
- different localizations for the strings
  since these are two distinct strings they may have been translated differently

However, we define nowhere that the <title> and the displayed title need to be
the same. Maybe they should. We will see what we can do with this but I don't
see this as a big issue. Please correct me if this is not the case for Chinese
