In MS Word (2002 SP-1 and previous), text in a header that has spacing after the
paragraph specified has the effect of extending the header with white space so
that the body of the text on the page is separated from the header by at least
the amount specified as the after paragraph amount.

In Writer (V1.9.m104 and previous), spacing below paragraph specifed for text in
the header is ignored.

I will add an attachment that displays the issue.

MRU->FME: it looks, that we need another compatibility option here. Writer does
not take care of lower paragraph spacing of the last paragraph in Header; Word does.

MRU's comment "we need another compatibility option here" suggests that "Writer
does not take care of lower paragraph spacing of the last paragraph in Header"
is the correct operation for Writer.

I thought Writer *should* take care of lower paragraph spacing and so this is a
bug rather than a compatibility option (even though demonstrated in a comparison
with Word).

FME->mcintoshr: If we want to change any of the Writer layout/formatting
algorithms for *.doc compatibility, we have to ensure compatibility with our own
old documents by introducing a compatibility flag.
