Cross referencing another document does not work when using the navigator.  When
the Drag Mode is set to Insert as Hyperlink the text being dragged into the
target document is imported as plain text, rather than as a hyperlink to the
source document.

Using the Insert>Hyperlink feature seems to work ok.
