Apache OpenOffice (AOO) Bugzilla – Issue 56029
Line spacing limitation different than MS Word
Last modified: 2015-09-08 12:41:13 UTC
The line spacing measurement is limited to 10.0 cm in OOo. In MS Word the limit is 22 in. Consider changing line spacing limitation to match Word.
Reassigned to requirements.

I don't know why this can't be changed, and it would improve the *.doc filter for edge cases.
