Steps to reproduce the bug:
1. In OpenOffice.org writer, open a new document.
2. Click on the Right-To-Left button in the toolbar
3. Add a new 3x3 tabel
4. Select a column, left click, choose table, and select the Borders tab.
5. Add a border to the *left* side of the table

Actual result:
The border is added to the right side of the column.

Expected result:
The border should have been added to the left side of the column.

The table should handle the right-to-left layout visually rather than logically.

The table UI for borders should take note of RTL context and work there more
intuitively.
