The automatic index function should optionally reference paragraph numbers
instead of page numbers.

Issue 63563 proposes an enhancement for paragraph numbering ("recitals") which
could be very useful for European legal texts (see the example in issue 63563).
Books using such recitals usually have an index that references the recitals
instead of page numbers.

These two issues should be implemented together to get the maximum added value.

One should think about going even further. Some legal texts (commentaries, above
all) restart paragraph numbering in every chapter, so the index entry should
look like this:

Topic...............Chapter <chapter number> Recital <recital no.>

Or as it is used in commentaries:

Topic...............Art. <article number> N <recital number>.

This might be achieved by using flexible way for index entry formatting, similar
to the way TOC-entries are formatted. This function should have access to
variable values (e.g. current chapter number at title level X etc.) at the
position of the index marker.
