This only applies to text in a frame which has been anchored to a footer.

The text can only be selected using keyboard shortcuts, such as shift and
arrows. It is not possible to select using the mouse.

I had the same problem when I was using version 2.0 Beta.

I do not know if this is OS specific or not; I only use OpenOffice on one PC.

(I am really sorry if this has already been reported. I used the search terms
'select text writer' to search the issues before I posted this.)

PS: Sorry about the badly formatted pages after the first; still have to figure
out why that happened, but that's up to me; not relevant to the issue I reported.

By the way, I can place the cursor next to a word and double-click to select,
but I cannot drag to select. I can, however, drag to select text elswhere in the
document (in other frames anchored to the page).

We are talking about the frame containing the "PRIVATILE"-image and phone number
"949-1986"?
I checked with "2.0.2  German version WIN XP: [680m5(Build9011)]" and can
confirm the Problem: doubleclick on word "Advanced" will highlight the word, but
it is not possible to highlight a word with mousepointer and pushed left mouse
button. Pushing mouse button will place the caret, but moving the mouse pointer
with pushed left mouse button will not highlight anything. 

If I copy / paste that frame to a new empty document (middle of the page), the
problem disappears.

If I activate footer in the new document and copy / paste the frame to the
footer, the problem is visible again. 

Reason of the problem is that the frame is outside the footer. Ir you change the
height of the footer in the new document to 60mm and place the frame in the
footer, you will be able to mark text by mousepointer as usual.

You can reproduce the problem easily:

1. create new text document
2. activate footer in Menu: "Format - Page Settings - Footer":
   click checkbox "Footer"
   uncheck "dynamic"
   set height to 10mm
   OK
3. Mouseclick into footer
4. Menu: "Insert - Frame"
   uncheck "Automatic size"
   width = 20mm
   height = 5mm
5. Anchor: To Paragraph
6. Write some text into the frame, which sould be completely in the footer
7. Try to mark some text with dragged mouse button
   expected: all text overcoated with mouse pointer should be marked
   actual: as expected
9. Now do mouseclick on the border of the frame to mark the frame and drag 
   the frame to the middle of the page (anchor symbol will stay in footer).
10. Try to mark text in the frame with dragged mouse button
   expected: all text overcoated with mouse pointer should be marked
   actual: caret will be placed, but nothing will become highlighted.

I will check for duplicates later

MRU->OD: easiest way to reproduce: new document, insert a header, into header
insert a frame, move the frame into the floating text (still anchored in header)
and enter some text in it. Now it is not possible to select this text.
This issue may be related to issue 28595 (Unable to select text which is above a
background (watermark) image)

Thank-you for your comments. I have managed to do a partial workaround based on
what you explained; I enlarged the footer, AND created a header, so that I could
anchor some of the content to there. This is still not ideal, though, because
some of the content which must lie on every page must run down the outer page
margin from top to bottom, while other content must run along the remainder of
the top of the page. The present facility in Writer does not allow for this, but
only for one or the other, unless one is prepared to have a frame which is
anchored to either a header or a footer, yet lies outside it (such as I havein
the case of my top frame). Or maybe there was a better way, but I couldn't think
of one.

In some page layout programs, you can use "Master Pages" which allow you to set
up the permanent content for a page style on any part of the page. This would be
a nice feature to have in Writer.
