Welcome screen (3.0 new) has the phrase "Welcomd to OpenOffice.org".  
Currently, translation target is just "Welcome to"(keyid 474437) and it's always
prior to OpenOffice.org.
This is not always safe considering localization.
For example, Japanese natural phrase for it is "OpenOffice.org へようこそ", so 
the translation target string should be "Welcome to %PRODUCTNAME".
Then we can translate that phrase correctly as "%PRODUCTNAME へようこそ".
I just changed Japanese translation to "ようこそ" from "へようこそ" tentatively,
but it's not
real fix for this problem.

Stefan, please assign this to appropriate engineer.

Hmm, in the past we had a comment field for the translators. If this is not
possible anymore, the tooling should be able to show the context of a string,
because this situation we are in here could happen in any dialog with section
headers.
