My system locale is set to provide ISO dates:

$ ls -la .openoffice.org
total 12
drwxr-xr-x   3 meta meta 4096 2008-10-20 17:01 .
drwxr-xr-x 108 meta meta 4096 2008-12-23 12:34 ..
drwxr-xr-x   3 meta meta 4096 2008-12-23 13:28 3

However, when I create a new presentation using Impress, the date is displayed
in US format.

Furthermore, if I edit the master page and try to explicitly set the date, the
formats from my system locale aren't available in the pop-up.

Mozilla Thunderbird works fine, so I don't believe it's an X problem either.

Does this really happen in impress only or the same in other applications?

Well, Calc uses the wrong date format by default, but it at least includes the
right format amongst its list of choices. Same for Writer.

Impress, however, not only ignores the OS locale, it also doesn't have the
locale's date and time formats amongst its available options. It has a much
shorter list than Writer and Calc.

This Issue requires more information ('needmoreinfo'), but has not been updated
within the last year. Please provide feedback as requested and re-test with the the latest version of OpenOffice - the problem(s) may already be addressed.
